World Voice Hong Kong Teachers’ Forum -- Creative approaches in addressing diverse learning needs in Hong Kong

The British Council will host the World Voice Hong Kong Teachers’ Forum - Creative approaches in addressing diverse learning needs in Hong Kong



This is the first Forum we will bring together Hong Kong academics, expertise, teachers and parents to discuss a number of challenges or issues surrounding students with diverse learning needs students. This will be a view to progressing policy thinking and schools practice in the following areas:
  • Defining the types of diverse learning needs?
  • Current policy, support and opportunities for students with diverse learning needs. 
  • What is the current situation that teachers face every day?
  • How to address the challenges/ issues? What are the creative approaches? 
  • Forecasts and future opportunities

傳媒報導 : STATE HONORS UNITED SERVICES FOR POSITIVE BEHAVIOR PROGRAM


State education officials awarded a certificate of excellence to United Services for Children, honoring the agency for its efforts to encourage positive student behavior.

The Missouri Department of Elementary and Secondary Education presented the award June 10 during a ceremony at Tan-Tar-A Resort in Osage Beach. The department recognized 280 Missouri organizations for successfully implementing the Schoolwide Positive Behavior Support (SW-PBS) program, a comprehensive approach for improving student behavior and academic performance.

Among the 280 honorees, United Services for Children was among the few that were not public schools. The nonprofit agency operates a pediatric therapy and developmental learning center for preschool-age children. Located in St. Peters, it provides services for approximately 1,000 children annually.

The agency is also one of the few early childhood programs to use Positive Behavior Support, or PBS, a program typically implemented at the elementary school level, said Mandy Settle, behavior specialist and chairwoman of the PBS program for United Services for Children.

The state recognized schools at three levels­—gold, silver and bronze. United Services for Children received a bronze award. The levels correspond to the PBS program’s three tiers. The first establishes a proactive foundation of consistent expectations for all students. The second provides more intense intervention for at-risk students. The third addresses individual students with severe needs.

PBS started in the late 1980s as a federally funded project at the University of Oregon. Today, more than 70,000 schools across the United States use PBS. Approximately 700 Missouri schools participate in the state-funded SW-PBS program.

Tom Schutzenhofer, team supervisor for United Services for Children, introduced PBS to the agency in 2008. Schutzenhofer said he wanted to establish consistent expectations for student behavior throughout all departments and classrooms.

To better present PBS to children, the agency uses a tiger mascot named Paws. Children learn to observe Paws’ Laws—“be safe, be kind, be responsible.” Monica Wilmsen, early childhood special education teacher, uses a Paws hand puppet to instruct children on safety. For instance, the puppet might tell them to walk instead of run. The children do not want to disappoint Paws, she said.

『啟學網』iep.hk 獲政府資訊科技總監辦公室頒發「無障礙網頁嘉許計劃」金獎。


透過互聯網及資訊科技,市民可隨時隨地獲取各式各樣的網上資訊和服務,以提升生活質素,網站也因此成為企業和機構用以推廣產品及與客戶聯繫的必要途徑。一個無障礙的網站,可以兼顧不同社羣(包括殘疾人士)的需要,方便他們獲取資訊及使用網上服務,亦有助企業和機構廣開客源,藉此建構數碼共融的社會。


感謝我們的義工 Andy , Casper , Raven 及 顧問 Anthony 的協助, 協會為推廣自閉症認知與及早識別而在2014年開發的『啟學網』iep.hk 獲政府資訊科技總監辦公室頒發「無障礙網頁嘉許計劃」金獎。

學障童年診萬宗 研增融合教育支援


香港文匯報訊(記者 高鈺)兒童學習障礙問題近年備受社會關注,政府資料顯示,過去3年衛生署轄下的6所兒童體能智力測驗中心,每年診斷患有不同類型學習障礙的12歲以下學童個案數目均有約1萬宗,當中以語言發展障礙及專注力失調/過度活躍症的個案數目最多,每年均各超過2,000宗。而就立法保障有學障童的權益問題,當局表示,現有的《殘疾歧視條例》及《教育實務守則》已要求教育機構為特殊教育需要學生提供平等教育機會,相比進一步立法,當局認為現階段應進一步探討加強融合教育支援措施,以為學生提供更適切安排。

高永文:九成個案半年完成評估

 經諮詢教育局及衛生署後,食物及衛生局局長高永文昨書面回覆立法會質詢指,衛生署兒童體能智力測驗中心過去3年收到8,400宗至8,700多宗新轉介個案,為有關兒童提供專業臨床評估。而因部分兒童或有多於一種發展問題或障礙,被診斷患有不同學習障礙的個案數目,則分別有約1萬宗。有關兒童個案一般可於3星期內獲接見,超過90%個案亦能於6個月內完成評估。

 政府近年推動積極推動融合教育,教育局資料顯示,上學年有達3.14萬名有特殊教育需要(SEN)學生就讀普通公營中小學,而就讀智障及各殘障特殊校的SEN學生則有6,817人。當局又指,現行法例已規定教育機構不得歧視殘疾人士,因應立法保障SEN學生的建議,當局認為現時應加強融合教育的支援,那會對SEN學生學習更為有效。

CAISE REVIEW is a peer-reviewed publication of the Centre for Advancement in Inclusive and Special Education (CAISE) of the Faculty of Education at HKU.

The CAISE REVIEW is published annually. Contributions are invited from interested persons, covering any relevant aspects of research, theory, and practice in the general field of education, 
psychology, guidance and counselling, information communication technology or diversity in learning.

Case studies and literature reviews are also welcome.
All articles submitted will be independently and anonymously reviewed by two referees.
The Editor will be pleased to consider suggestions for any ‘Special Theme’ issues.
Anyone wishing to assist as a ‘Guest Editor’ for a special issue should contact the Editor, Dr. Mantak Yuen (email: mtyuen@hku.hk).

Manuscript Preparation Guide
  • Authors of all submissions must follow APA 6th style in terms of overall format, tables, diagrams and referencing.
  • Papers should usually not exceed 3500 words including references. For manuscript reporting two or more studies, 
  • the length should be within 6500 words.
  • All submissions must include an abstract (max. 200 words), and provide up to five key words as descriptors.
  • The front page should give the author(s)’s name, current professional affiliation and contact details. 
  • One author should be identified as the person responsible for correspondence. 
  • A statement should also be included stipulating that the paper is not under consideration elsewhere.
  • All submissions should be emailed as an attachment (in MS Word or rich text format) to the Executive Editor, Ms. Virginia Cheung, caise@hku.hk.
  • Graphs, diagrams, etc., should be in camera-ready form and must have titles. 
  • Written permission must be obtained by the author for the reproduction of tables, diagrams, etc. taken from other sources. 
  • A copy of the permission statement should be lodged with CAISE if the paper is accepted for publication.
  • Page-proofs of papers will be sent to authors for correction of any typesetting errors, and must be returned promptly. 
  • At this final page-proof stage the content of the paper must not be modified by the author.
  • Deadline for submissions: 8 September 2013 for publication in January.

回顧 : 香港特教師資培訓與融合/特殊教育的互動發展


融合教育在本港已推行十多年,如何為有特殊學習需要的學生締造成功的學習經驗,讓他們享受學習的樂趣,建立良好的自尊,以達致盡展所長?這個重要的議題一直備受關注。要幫助學生發揮潛能,教師是關鍵人物之一。然而,平機會於2012年11月22日公佈的《融合教育制度下殘疾學生的平等學習機會研究》顯示,政府為教師提供的特殊教育培訓並不理想。哪些教師需要接受特殊教育培訓?培訓內容包含什麼?培訓形式又如何?培訓期應該多久?如何評核教師接受培訓的學習成果?這些問題的回應對優質的融合教育尤其重要。為此,香港特殊教育學會與香港教育學院特殊學習需要與融合教育中心合辦第十五屆周年研討會,誠意邀請閣下和貴機構同工出席是次研討會,就特殊教育教師培訓發表寶貴的意見,讓有關方面正視問題,盡快對症下虊。

This seminar series introduces a new paradigm of curriculum approach and
explains how it can empower teachers to respond to the learning needs of students with vast diversity of learning attainment and pace.
Mr. Keith Humphreys, the keynote speaker, will look at two models of diversity-based curriculum and set the scene for a pilot project to implement the new teaching and learning paradigm in Hong Kong schools.

A key to diversity-based teaching and learning is an assessment procedure to identify the varying attainment levels of students.

This will be the subject of two studies on the validity and application of an assessment tool, SCALE.

特教生玩球練平衡 拉近同儕距離

(健康醫療網/關嘉慶報導)醫療院所主動出擊提供服務又一樁!大林慈濟醫院物理治療師走入校園,定期到學校指導特教生做復健,藉由玩球訓練特教生的平衡,也吸引其他學生加入一起玩球,雖然特教生的肢體動作未立即改善,但是卻拉近了同儕距離,使得特教生更能融入學校生活。

大林慈濟醫院復健科物理治療師蔡明倫表示,輕度智力障礙學生由於情況特殊,可能在學習或生活上遇到困難,除了課業表現跟不上多數同學外,走路、跑步、跳躍、運動也不像同班同學一樣動作靈活;因此家長和學校老師可以申請特殊教育巡迴輔導及物理治療服務,可使特教生獲得更多的個別化教育資源。

蔡明倫表示,在學校為特教生安排復健治療,可在下課時間多加練習身體平衡協調活動為主。以最長的下課時間為例,約有二十分鐘之久,可以讓學生在樹蔭下草坪上有規則地玩踢足球遊戲,除了活動前規則說明、動作技巧演練需要一對一指導外,並希望藉由踢足球遊戲,能引發其他同學的興趣。

蔡明倫指出,經由安排特教生在綠地上奔跑玩足球,果然就吸引不少同學詢問是否可以加入,同學們依照著踢足球的遊戲規則一起玩了起來,不但拉近了特教生與其他同學的距離,而且經過物理治療師的持續指導、復健後,特教生也更能融入學校生活。

大林慈濟醫院特教專業團隊自民國92年開始,即進行嘉義縣特殊教育專業團隊服務計畫,今年更擴大承接嘉義市部份特教服務,除寒暑假外,以規律的2-3週1次的週期到校或到宅服務,由治療師給予諮詢服務、間接治療、直接指導,去年就服務了567位學生。

培生設助學金助基層生

(綜合報道)(星島日報報道)近年香港出現不少提供非主流課程學校,由行政會議成員陳智思及太太楊碧玲去年創立的私小培生學校,則強調品德教育和家長參與。為資助有志報讀的低收入家庭子女入讀,該校今年將增設助學金。

  另外,培生學校今年學生增至十人,其中三成為具特殊學習需要學生。有專注力不足新生家長指,該校師生比例低,教師可及時跟進子女學習進度。

  行政會議成員陳智思及太太楊碧玲去年自資一百萬元,租用北角商廈,創立培生學校,首學年兩名兒子是僅有學生,今年學生增至十人,包括本港、內地及海外國籍學生。現時學校每年學費六萬元,為協助基層學生亦有機會入讀該校,楊碧玲表示下學期起增設助學金,為有需要家庭提供資助。

  該校約三成學生具特殊學習需要,如自閉症、過度活躍等。身兼校監的楊碧玲指,學校會運用情景教學,助學生應對不同環境,如用膳態度、坐姿等,助學生建立信心。

  有家長認為,該校聘有七名全職及兼職教師,按學生程度分班,可有效跟進學生學習進度。兒子被評為專注力不足的吳太稱,兒子就讀主流學校時,曾遭同儕欺負,且功課繁重,情緒變得暴躁,今年安排兒子轉讀該校小四課程。她指,學校教師可集中跟進子女的學習進度,予以輔導,兒子獲任學生大使後,性格更見主動。

  另有家長喜見子女自我要求提高,樂於學習。新生家長周太指,兒子性格被動,過往曾轉讀兩所國際學校,學習上未見適應。「培生學校對寫中文字的筆劃有一套標準,原本認為學校過於嚴謹,但發現兒子自我要求提高,不厭倦地更改不合規格的字。」

27特教生共融互助獲獎



(綜合報道)(星島日報報道)香港近年致力推廣共融文化,有機構設獎學金,表揚有特殊教育需要的傑出學生,同時又向致力共融文化的學生頒發「關懷融合學生獎」,得獎生包括年僅十二歲的曾愷棱,為患自閉症學弟妹補習,令成績踴進;曾患輕度讀寫障礙的高卓為,協助注意力缺失症學弟參加歌唱比賽。

  香港蜆殼有限公司和港島青年商會合辦的展能學童獎學金,日前向二十七名有特殊教育需要學生頒發「傑出展能學童獎」、「最佳進步獎」、「最佳融合教育學生獎」,以表揚他們在學業、品行、適應融合教育方面的傑出表現。

  為推廣共融文化,去年新設的「關懷融合學生獎」,今年有三名學生獲獎,以表揚他們協助展能學生融入校園生活。

  年僅十二歲、就讀孔教學院何郭佩珍中學中一的曾愷棱,自小三參與校內融合推廣。她表示,小五初次接觸患自閉症學弟,曾被言語侮辱,「有時他們會不自控地發脾氣、擲物件,經過一年耐心輔導及補課,學弟脾氣變溫和,英文默書成績由零分躍進至滿分,是她最大的欣慰。」她指,平日會儲起零用錢,獎勵學弟愛吃的巧克力。

  就讀中聖書院中五的高卓為,是校內學生關顧大使,為讓注意力缺失症的學弟參加校內師生普通話歌唱比賽,逐字為他寫下拼音及講解歌詞內容。

  幼稚園時期曾患輕度讀寫障礙的卓為指,在教師鼓勵下才克服障礙,故「身同感受」,期望以雙手協助有特殊教育需要學生融入校園生活。

Two seminars captioned above given by Prof. Roger Slee, Inaugural Director, Victoria Institute for Education, Victoria University, Australia, will be held by Division of English Language Education & Centre for Advancement in Inclusive and Special Education, Faculty of Education of The University of Hong Kong on May 24-25, 2012 at the University of Hong Kong.


The focus of the seminars are to raise teachers' awareness of core issues concerning inclusive education and what teachers can do to implement inclusive education in the classrooms.


Prof. Slee will give us food for thought in terms of contextualizing inclusive education policies in English language education.Please kindly disseminate the information to your associates and anyone who may be interested.

啟 迪 童 心 義 人 同 行


  計劃主要分為義工培訓及服務兩大部分。義工培訓由業界專家負責,分別有2009年潘偉智博士、2010年丁錫全醫生。2011年義工培訓已於九月中順利完成,課程由蔡振鋒言語治療師主持,內容包括兒童語言發展,影響兒童語言發展的因素,兒童的溝通特徵,個案分享及小組討論,義工並設計了適合兒童言語溝通的遊戲。
